If you cannot charge at home, buy a self-charging hybrid or a small, efficient petrol car. Public rapid charging costs about 26p a mile — InstaVolt's 92p per kWh peak rate at the Department for Transport's working assumption of 3.5 miles per kWh, including charging losses — against about 18p a mile for petrol at 40 mpg on the 161.61p a litre pump price the Department for Energy Security and Net Zero published for the week beginning 31 August 2026. Petrol stays cheaper at every mpg from 30 to 60, so without a driveway an electric car is usually the dearer car to fuel. It only wins the argument back in three cases: you can charge at work, you have a slower AC post near you at 59p rather than a rapid at 85–92p, or your mileage is low enough that fuel stops deciding.
Almost every UK article about electric cars assumes a driveway, because the cheap overnight tariffs need a home charge point, and that needs somewhere off the public road to park. What a mile actually costs
Divide the price per kWh by the Department for Transport's 3.5 miles per kWh to get the cost per mile.

The 8p tariff needs a smart meter, an eligible car or charger and, in practice, somewhere off the road to park overnight. Without a driveway the top two rows are closed to you. Your real range is the bottom four.
Now petrol. A gallon is 4.546 litres, so at 161.61p a litre a gallon costs 734.7p. Divide that by your real mpg:

Line the two up and the conclusion is plain. A peak rapid charge at 26.3p a mile is dearer than petrol at every mpg from 30 to 60, and even at 85p per kWh an electric car only draws level with a thirsty 30 mpg car. Only the 59p AC post or an off-peak rapid beats petrol at 40 mpg, and only just.
Tax explains part of the gap. Domestic electricity carries 5% VAT, and in Great Britain it is zero-rated altogether from 1 October 2026 to 31 March 2027 — a cut you cannot reach at all without a home supply. Electricity from a public charge point stays standard-rated at 20% throughout; that is HMRC's published position and what you pay at the plug today, though it is under challenge in Charge My Street Ltd v HMRC. The Ofgem cap in the table above covers Great Britain only and runs to 30 September 2026. Northern Ireland sits outside both the cap and the zero-rate window: the Utility Regulator sets a maximum average price for Power NI, and VAT there stays at 5%. Operator prices here are commercial offers, checked on 9 September 2026, and change without notice — though the Public Charge Point Regulations 2023 require the price to be shown in pence per kWh.
What that comes to over a year
The Department for Transport's National Travel Survey puts average car mileage in England in 2024 at 7,100 miles for all cars — 6,200 petrol, 8,300 diesel, 8,000 hybrid, 8,900 battery electric. Those figures are self-estimated by respondents rather than measured, and cover England only, so treat them as a sense of scale.
At 7,100 miles, peak rapid charging is roughly £1,867 of fuel a year against about £1,306 for petrol at 40 mpg — a gap of some £560 in petrol's favour. Charge on a 59p AC post and the electric car falls to about £1,200, saving around £106. The same miles on a home charger at the Ofgem cap would cost about £533. What still works without a driveway
A self-charging hybrid
A full hybrid, the sort with no plug, recovers energy under braking and runs its engine less at low speed, so its advantage over a plain petrol car is widest in town and narrowest on a motorway. It needs no infrastructure at all: you refuel it exactly like your last car, and nothing about where you park has to change.
A small, efficient petrol car
The mpg table is the argument. Moving from 30 mpg to 60 mpg halves your fuel cost per mile and changes nothing about where you park — roughly £870 a year at 7,100 miles. If you drive mostly in a city, price the clean air zone first
For urban drivers this is often the biggest number of all. The London-wide ULEZ charges £12.50 a day, so five commuting days is £62.50 a week. Birmingham and Bristol are the only English zones that charge private cars, Greater Manchester has no charging zone at all, and Scotland's Low Emission Zones have no daily charge you can choose to pay: a non-compliant car gets a £60 penalty that doubles on each further contravention, capped at £480. But electric is not the only compliant answer, and that matters here. These zones go by emissions standard rather than fuel — Euro 4 for petrol, generally anything registered new after 2005 — so a 2016 petrol hatchback clears the ULEZ exactly as an electric car does. Compliance is a filter on which petrol car you buy, not a reason to buy electric. Check a registration with the clean air zone checker, or see ULEZ-compliant cars under £8,000.
When an electric car still adds up without a home charger
- You can charge at work. Free or subsidised workplace charging lands below every row above and reverses the calculation. No UK body publishes a typical workplace tariff, so ask yours.
- There is a slower AC post near you. A 22kW AC point at 59p per kWh is 16.9p a mile against 24.3–26.3p on a rapid. The catch is time: AC charging suits somewhere you park anyway.
- You barely drive. At 3,000 miles a year the whole fuel gap between the dearest public charging and a 40 mpg petrol car is about £237, so price, insurance and repairs decide it instead.
One tax point if you do go electric: a car first registered between 1 April 2017 and 31 March 2025 pays the £200 standard rate and no Expensive Car Supplement, whatever it listed at when new. See also should I buy a used electric car.
What to check on any hybrid
- For tax it is a petrol car. A hybrid registered on or after 1 April 2017 pays the same £200 standard rate as anything else, and if its list price when new was over £40,000 it pays the £440 Expensive Car Supplement in years two to six — which catches many large hybrid SUVs. - It takes an ordinary MOT. Nothing about a hybrid drivetrain changes the test or the schedule — see the MOT guide and the DVSA failure data.
- There is no plug-in benefit without a plug. A plug-in hybrid you never plug in is a petrol car carrying a battery it cannot use, and its published economy figures assume charging you cannot do. No UK body measures how much worse that is in practice, so treat a PHEV's quoted economy as unreachable if you have nowhere to charge.
